Real estate registration: registering real estate manually or electronically

In a good step to facilitate the Egyptian citizen in light of digitization and digital transformation, Dr. Gamal Yaqout, Head of the Real Estate Registration and Documentation Department, confirmed that real estate registration applications are submitted manually or electronically.

The request can be submitted manually through the following steps:


1- Submit real estate registration requests to the Tax Office manually, pay fees and expenses, and receive a receipt with an incoming number.

2- Within 24 hours, a text message will be sent to the phone number registered in the application stating that the application has been registered in the priority book if the required documents are completed, or the application is not registered in case the required documents are not completed.

This step includes postponing the examination of the application if it is found that there is a previous application for it until the final decision in the application that precedes it, and the duration of the application search is calculated from the date of the final dismissal in the application that precedes it.

3- Go to the mission to sign and ratify the document.

4- Issuance of the notified editor and receiving it.

Egyptian President Abdel Fattah Al-Sisi had ratified Law No. 9 of 2022 amending some provisions of Law No. 114 of 1946 regulating the real estate month, which relates to the mechanisms for registering real estate and residential apartments.

The Egyptian Ministry of Justice confirmed that the real estate registration is regulated by two laws, the first being Law No. 114 of 1946, which is the real estate registration law, which is a professional law, and the second is regulating the administrative aspect of real estate registry employees, which is Law No. 5 of 1964 and it regulates issues related to appointment, dismissal and promotion.

The Ministry of Justice explained that the law, issued by Sisi, regulates the process of registering and publicizing property, which was one of the problems of society, stressing that the reason for reluctance to register is the requirement for registered property, which is the reason for the repetition of customary contracts on the same property, and it was removed and this condition was canceled in the new amendments.

She pointed out that the amendments to the real estate registration law face the reluctance to register by facilitating and simplifying procedures and removing obstacles that prevent property registration.

Real estate registration and documentation services through the digital Egypt portal
The Ministry of Justice provides a set of real estate registration and documentation services through the Egypt Digital Portal website, up to 22 services, including 16 documentation services, and 6 publicity services, in order to facilitate citizens. Including a general power of attorney issues, a general power of attorney for banks, a power of attorney in marital matters, a dedicated general power of attorney, a power of attorney for managing a car, a power of attorney for selling a car, a contract of sale of a car, a declaration to write off a lawsuit, a declaration of correction of a notarized document, a declaration of acceptance of cadastral data, an official declaration, and others Of the documentation and month services.

The real estate registry and documentation provide these services on three axes. The first is that the service applicant enters the site with adding all the data of the dealing parties according to the specific transactions he chooses, and pays the fees due by one of the electronic payment methods, then chooses the day he wants to go to one of the authentication branches specified for the service to receive its transaction, which saves effort and time for citizens.

The second axis of the electronic services provided by the real estate registry and authentication is focused on enabling the person concerned to edit any authentication transaction he desires without being bound by a specific form, by writing the data of the parties to the transaction and writing the required preamble on the paper of the document electronically, so he is issued a code number through which he can go For any authentication branch that is enabled at the level of the Republic, and by submitting that number to the notary, the latter can summon that transaction to review and issue it notarized.

The third axis crystallizes in the query about the validity of the mechanized agencies or not.

Providing services through real estate registration vehicles and documentation

This step comes from the real estate month to the speedy completion of the transactions of service applicants through the digital Egypt portal to reduce the cases of overcrowding in some branches.

Dr. Jamal Yaqout, head of the Real Estate Registration Authority, said that the number of those who applied to register real estate according to the new law, which began to be implemented on May 7, reached nearly 4,000 applications that were completed within 3 weeks, and it is expected that they will reach 5,000 requests by the end of the first month of application. .
 
Yaqout stressed that this number of requests reflects the facilities provided by the law and its executive regulations. In order to facilitate registration.

The head of the Real Estate Registration Authority added that if this pace was followed, the number of applications within a year would reach 60,000 properties; This is a large number compared to the 6000 drugs that were registered in the past.
